The success of NVR would depend on sophisticated planning, elaborated organization and high discipline. Many important questions and details would need to be worked on. Those who came to mind are listed below:
What should be the first target of NVR?
The first target would be to restrict free movement of Israelis. The question is however where this would be most effective.
How many spots should be targeted at once?
Does it make more sense to target few places with very high numbers of activists or more places with less activists?
How can all actions best filmed?
The best instrument for filming would be mobile phones. It has to expected that the Israeli security forces would try to secure these phones and destroy them. How can this be best prevented? How could a maximum of recording be achieved with a minimal number of phones? How could the activists in charge of filming best be shielded by other activists in order to prevent the Israeli security forces gaining access to them and thus to the phones?
How can Palestinians be best mobilized?
Big numbers are crucial for success. How can this mass mobilization be organized over a longer period of time while making sure that the activists can also continue to fulfil their professional and private obligations?
How can the actions be kept strictly nonviolent?
Since NVR would challenge the status quo by direct means, it would be fairly easy for uncontrolled dissident elements within the resistance movement to use such campaigns as a cover to carry out violent actions. Such moves would trigger a massive violent response by the Israeli security forces, regardless of the casualties on the side of the nonviolent activists. This would bring the NVR campaign to an end. It is therefore vital to prevent any infiltration from people from all sides (including Israeli agents playing the role of agitators, as it occurred in past demonstrations) who might disrupt the campaign by using or encouraging the use of violence. If Israel manages to provoke more than a very few Palestinians to resort to violence, the whole campaign will likely fail.
